Stephen is a seasoned civil litigator and trial attorney who has handled and tried over a hundred jury trials, non-jury trials and arbitrations. He started his legal career as an Assistant State Attorney for Hillsborough County, Florida (Tampa) and since then has been a shareholder/partner at several firms prior to joining Losey in 2026. During his 40 years of practice, he has handled numerous complex commercial cases involving various types of contract disputes, shareholder and partner disputes, employment matters, professional liability, healthcare regulatory, disciplinary and administrative matters.
Stephen represents clients in both state and Federal courts and is admitted to the Middle and Southern Districts of Florida. He is a member of the Orange County Bar Association, the Florida Bar Business Law Section, the Professional Liability Defense Federation (former chair/co-chair IT-Cyber-liability and Medical Malpractice sections), the Defense Research Institute, the Litigation Counsel of America and the Macabbe Bar Association. He is rated Preeminent (AV) by Martindale-Hubbell which is the highest rating given by his peers for legal ability and ethics. Stephen is also routinely recognized by various publications as being one of the best lawyers in the areas of business litigation and medical malpractice.
Stephen has lectured and given presentations in the areas of business litigation, medical and nursing home malpractice. He has also written and been published in various legal subjects involving proposed Florida Constitutional Amendments particularly effecting the healthcare industry, Physician Malpractice and Risk Management, Physician Renumeration, Self-referral and Anti-Kickback laws, HIPAA, IT/Computer “Malpractice”, Communications and Defammation Law, Insurance Coverage Disputes, and caselaw updates and changes in the Florida and Federal Rules of Civil Procedure. He has also served on the Executive Council and Risk Management Committee for a major insurance carrier.
Stephen is also a Certified Florida Supreme Court Mediator and Florida Supreme Court- Trained Arbitrator. His vast experience as both a litigator, trial attorney and in alternative disute resolution allows him to assist his clients by being able to quickly recognize and evaluate the real issues in a dispute and help bring it to a successful resolution.
